Purpose:  To provide advice and recommendations to the Village of Hanna City, the Mayor and City Council, City Staff, and such committees as may be created from time to time on community and economic development issues.  Said commission shall oversee the current Village of Hanna City Comprehensive Plan and give assistance to the Village of Hanna City in seeing that economic development goals of said plan are met.

Authority:  The Community and Economic Development Commission shall serve in an advisory role only to the Hanna City Village Board and shall have no other expressed or implied authority.

Membership:  The Community and Economic Development Committee shall consist of seven (7) members, five (5) members of the participating taxing bodies, and two (2) citizens of the community appointed by the Mayor, on the basis of their particular fitness for their duty on said Commission and subject to the approval of the Board. The Commission may allow such additional volunteer members as it deems necessary, to serve the commission, but they shall be non-voting.

Term Of Office:  The seven (7) members shall serve for a period of two (2) years.  Vacancies shall be filled by appointments for unexpired terms only. All members of the commission shall serve without compensation except that, if the Board deems it advisable, they may receive such compensation as may be fixed from time to time by said Village and provided for in the appropriation ordinance. The ex officio members shall serve for the terms of the appointive office.

Procedure:  Immediately following their appointment the members of the Community and Economic Development Commission shall meet, organize and elect their own chairman and secretary. The Commission shall keep written records of its proceeding, which shall be open at all times to public inspection.  The Commission shall immediately forward to the Village’s Freedom of Information Officer any request for documents it or its individual members receive so as to allow compliance with the Freedom of Information Act.  No meetings of the Commission may be closed.
